The Charles Town Planning Commission opened a public hearing on May 27 for a proposed Huntfield master-plan amendment that would realign roads and change several planned single-family lots to townhomes. Staff described the applicant’s request as chiefly a plan to “realign the roads and add more townhomes.”
Several neighborhood residents spoke against part of the proposed changes. One resident who identified with the Richardson household told commissioners the Phase 5B street alignment change would route traffic onto Burnley Road and increase safety and traffic concerns; they said they did not object to the original November 2004 approved plans but opposed the new alignment. Gary Davis, introduced by the Chair, said he has lived in the area for more than 20 years and urged the commission to preserve neighborhood standards, raised concerns about developer practices and alleged that construction crews left hydraulic-oil containers on-site (he said he reported this to police).
James, a planning staff member, clarified that the Phase 5B plan approved in 2009 did not include a road connection to Augustine Avenue and that the applicant’s proposed master-plan change would remove the leg shown on the city’s older master plan so the plan reflects the approved configuration.
Commissioners discussed notification and public-participation options; staff said the item has been re-advertised and that the public will have an opportunity to speak again at the June 23 meeting. At the applicant’s request, the commission voted to table SLD-2025-06 and continue the public hearing on June 23 so commenters can return and the developer can provide clarifications.
The commission asked staff to request the developer clarify the proposed road realignment and the intended use of parcels that currently show a road or open area on the master plan; those clarifications were requested for the next meeting. No final land-use change or vote on the amendment occurred on May 27.
