The Charlestown City Council voted 6‑1 on June 16 to authorize a resolution expressing the city's intent to have Region 9 apply for Federal Emergency Management Agency Hazard Mitigation Grant Program (HMGP) 5% initiative funding to support GIS mapping of underground stormwater infrastructure.
Councilors and staff described the work as part of a two‑year stormwater study that would map pipes, outfalls and problem locations; staff noted $204,000 of local funds were already budgeted for the study and that the HMGP initiative would require a local match of roughly $57,206. The proposal would fund GIS surveying and, in some trouble locations, camera inspections.
Deputy staff and councilors asked for clarification on Region 9's role — a regional planning organization that administers grants and coordinates applications — and asked staff to circulate the Greenway scope of work and a more detailed breakout of the study phases. One councilor voted no while six voted in favor.
