Cairo Town Board approves digital-records contract, schedules South Cairo water-district hearings and ends alternate energy suppliers

The board approved Resolution No. 2025-077 to contract with Electronic Business Products for New York State'compliant digital storage for mandated records at a cost of $9,406.33. Supervisor Watts offered the motion, Council Member Cords seconded it, and the measure passed 3-2; Council Members Bogins and Murphy voted no. The board had discussed the need, noted the expense was budgeted for 2025 and said the town's grant writer was pursuing an Archives grant that would not be awarded until next year.
The board also approved an intermunicipal agreement to provide dog-control officer (DCO) assistance with the Village of Catskill when the town's DCO is unavailable. Resolution No. 2025-103, offered by Council Member Flaherty and seconded by Supervisor Watts, passed unanimously and authorizes the Supervisor to sign the agreement.
On water infrastructure, the board adopted two resolutions setting public hearings on the proposed creation of a South Cairo Water District. Resolution No. 2025-104 schedules a hearing for May 5, 2025 at 7:00 PM at Cairo Town Hall; Resolution No. 2025-105 sets a second hearing for May 21, 2025 at 7:00 PM at the same location. Both measures passed unanimously.
The board also adopted Resolution No. 2025-089 to terminate any supplemental alternate energy suppliers and indicated the town will rely on Central Hudson for energy supply. The motion, offered by Supervisor Watts and seconded by Council Member Cords, passed unanimously.
Other business noted in the minutes: Greene County Human Services contacted the town to report the Community Center on Route 32 lacked an automated external defibrillator (AED); the board agreed to purchase one. The library reported a cleaning company would not move personal items found in back rooms; library staff will address the matter. The board reviewed correspondence from the Bank of Greene County about a municipal leasing program.
