Town of Cairo board establishes South Cairo Water District subject to permissive referendum

The Town Board of the Town of Cairo voted May 21 to create the South Cairo Water District, following public hearings on May 5 and May 21.
Council Member Cords offered the second notice and Council Member Flaherty seconded; the board opened the hearing at 7:28 p.m., heard no public comments, and closed the hearing at 7:29 p.m. The board then approved Resolution No. 2025-112, finding compliance with the requirements of New York State Town Law §209-d and §209-e(1).
The resolution specifies that the district boundaries are set forth in the public notice and attached Schedule “A” and that the action is subject to a permissive referendum. The resolution will be binding on June 21, 2025, unless a petition is filed with the Town Clerk prior to that date in accordance with New York State law. The resolution also states that permission from the New York State Comptroller is not required under Section 209-f.
The vote on the resolution was recorded with Supervisor Watts absent and Council Members Bogins, Cords, Flaherty and Murphy voting Aye.
Because the action is subject to a permissive referendum, opponents may seek to overturn the board’s decision by filing the prescribed petition with the Town Clerk before the June 21 effective date.
