Commission authorizes TRIM advertising for $104-to-$125 stormwater fee increase; first reading set for Sept. 10

City commissioners on July 22 heard the first reading of Ordinance 42-25, a proposed adjustment to the stormwater utility fee that would increase the rate from $104 to $125 per equivalent drainage unit (EDU) per year.
Finance Director Director Jury said the increase is intended to support critical stormwater capital projects and maintenance, including work in Corbin Park and the historic Westside, upgrades to the beachside lift station and exfiltration system, mainland and infill stormwater solutions and Westerly Watershed improvements. Staff estimated the $125 per-EDU rate would generate about $3,560,000 annually, roughly $600,000 more than FY2025.
During questioning, a staff member explained that one EDU represents the average impervious area of a developed residential parcel and that the value used for one EDU is 1,818 square feet. Commissioners asked for comparative data on other cities' stormwater fees; staff said they did not have that information on hand and would research and report back.
At the meeting the commission voted to authorize advertising the proposed stormwater fee increase on the TRIM notice (a required step in the ordinance process); the clerk recorded unanimous "yes" votes from Commissioners Ashley, Perrine, McGurk, Vice Mayor Martin and Mayor Cleveland. The ordinance will return for a second reading and public hearing on Sept. 10, 2025, when the commission may take final action.
