Sunbury council approves ODOT agreement, engineering contract, site plan and certifies charter amendment for November ballot

At its July 15 meeting the Sunbury City Council approved a series of third‑reading ordinances and resolutions (all recorded as unanimous votes), including consent for ODOT snow‑and‑ice agreements, an engineering services contract, a major site plan for Local Provisions LLC, certification of a charter amendment petition to the county for the November ballot, and two appointments.
The Sunbury City Council on July 15 approved several ordinances, a contract and appointments, and moved a citizen petitioned charter amendment to the November 3, 2026 ballot.
On third reading the council approved Resolution number 20 26.19 to retain ORDOT Associates for right‑of‑way services related to the State Route 37 widening project. The council recorded the motion, second and a roll call tally of six 'yes' votes.
The council also passed an ordinance consenting to the Ohio Department of Transportation's use of snow‑and‑ice control material and authorizing an agreement for maintenance and certain repairs on state highways in Sunbury. That ordinance passed on roll call with six 'yes' votes.
An ordinance authorizing an agreement with Verdantas Engineering Services was approved on third reading after a recorded vote; the roll call again showed unanimous approval.
Council approved an ordinance on the major commercial and industrial site plan application for Local Provisions LLC (parcel 41741202001004); the applicant's representative, Dana Donnell, was present when the council voted in favor on third reading.
On ordinance 20 26.24, council voted to suspend the rules and directed the clerk to certify a proposed charter amendment to the Delaware County Board of Elections for placement on the Nov. 3 ballot; the mayor acknowledged that petition signatures had been validated and said the city would follow the established process.
The council appointed Mindy Rose as clerk of council and appointed Tommy Hatfield to the Delaware Public Health District for a five‑year term; both appointments passed by roll call.
Several items were noted for later consideration: ordinance 20 26.20 (designated outdoor refreshment area) was at second reading; ordinance 20 26.21 (employment agreement extension for Daryl P. Hennessy) was introduced at first reading; and ordinance 20 26.22 (Trident Holding Company LLC site plan) was listed as a reading only and scheduled for the BZA.
No dissenting votes were recorded in the meeting minutes for the listed approvals. The council confirmed the next regular meeting for Aug. 5, 2026.
