Malcolm Public Schools board adopts 2025–26 budget, tax request and Option Enrollment policy

The Board of Education, School District #148, Lancaster County, Nebraska, on Sept. 15 unanimously adopted the district’s 2025–26 budget after a public Budget Hearing and review by Superintendent Ryan Terwilliger.
At the meeting, Tera Heidtbrink moved to adopt the budget; Lucas Mitchell seconded the motion, which carried on a roll-call vote with all six board members present voting in favor. Superintendent Ryan Terwilliger had reviewed the proposed budget during the Budget Hearing and answered board questions before Chairman Tony Nutter closed the hearing. The Board subsequently closed the Tax Hearing after receiving the same information.
The board also approved the district’s 2025–26 Tax Request Resolution. Ed Swotek moved the measure and Amy Spellman seconded; the resolution passed unanimously. In a separate motion, the Board adopted an Option Enrollment Policy resolution for the 2026–27 school year; Amy Spellman moved and Tera Heidtbrink seconded, and the motion passed on a unanimous roll call.
Financial reports presented to the Board showed General Fund activity for August 2025: a beginning balance (8/1/2025) of $3,617,106.76, August receipts of $733,666.01 and August disbursements of $915,890.08. Lancaster County treasurer and NSDLAF investment account summaries were also included in the packet. The Board did not change those figures at the meeting.
Board members discussed Strategic Plan priority strategies but postponed final decisions to allow more time for review. The Board set a Work Session for Oct. 15, 2025, at 6:00 PM in the District Board Room to discuss the Superintendent Evaluation Tool. The next regular Board meeting is scheduled for Oct. 20, 2025, at 7:00 PM.
Votes recorded at the meeting were all roll-call votes; the minutes list ayes for each motion and note no nays.
