Manley trustees table decision on 160th Street speed hump after residents raise concerns

The Village of Manley Board of Trustees on June 10 tabled further action on installing a speed hump on 160th Street and North Street after an extended public discussion that pitted resident safety concerns against impacts on farm equipment.

At the meeting Chairman Denise Swenson said the speed hump "would be going in on Friday" and reminded attendees the board previously approved the project in July 2025. Swenson also told the room that board members had been threatened and retaliated against over the speed hump, and that an apology had been made for that incident.

Residents and local farmers questioned the timing and design of the hump. Don Colbert, who farms in Manley, suggested an alternate placement or material to reduce problems for heavy machinery. Kyle Lindsey, a Manley resident and CDL driver, asked whether the hump would actually slow drivers. Mike Golda said he did not believe the road drew much traffic. Don Klauman said he typically sees only two to three people speeding regularly. "It is about saving a life instead of convenience," Trustee Joe Shera said in support of proactive safety measures.

Cass County Sheriff, attending to provide information rather than take sides, told the board that speed humps are effective traffic-calming measures. Trustees discussed material options, placement and whether to consider a community vote. After reviewing proposals and resident input, Denise Swenson moved to table the item for review at the next meeting; the motion carried on a roll-call vote (Joe Shera: Yes; Madison Garey: Yes; David Finnigan: Excused; Taylor Johnson: Yes; Denise Swenson: Yes).

The board will revisit placement, materials and alternatives at the next trustees meeting before proceeding with the scheduled installation.
