The Crescent City Planning & Zoning Commission voted May 4 to approve a site plan for a 54-space transient recreational vehicle park on a 15.19-acre parcel at 100 Grove Avenue, preserving about 4.8 acres of wetlands.
City staff said Hybode Engineering submitted the application on behalf of Crescent Christian, LLC and that the site's plan development agreement allows up to 74 spaces, with the applicant proposing 54. A city planner explained the development review committee had examined the submittal for code compliance and said the proposal would be treated as a transient park, not conventional residential development.
Andrew Garcia, the applicant representative, described the design approach and landscaping goals, saying the operator seeks to “embrace live oaks and natural landscaping” rather than pave the site. He told the commission the park is oriented to short-term stays and that RV pads will include guest parking, picnic areas and bathhouse facilities to service guests.
Commissioners asked about vehicle circulation, DOT permitting for a new site cut, and a gated secondary entrance. Staff said the secondary entrance was requested by the fire marshal and would be gated and reserved for emergency access; DOT will determine turning-lane requirements during its permit review.
A commissioner also asked whether tiny houses were proposed; the applicant said no tiny houses are included in the current plan and that the units are built to RVIA standards and intended to function like hotel rooms on RV pads.
After questions and a short public-comment period with no objections in the transcript, a motion to approve the site plan 'as presented' was moved, seconded and approved by voice vote.
The approval allows the applicant to proceed with the site plan under the terms presented; conditions tied to later permits or agency approvals (such as DOT) remain in effect, and the record shows the emergency-access and landscaping details will be implemented as described at the hearing.
