Board approves additional chipseal add-ons for Allied contract despite staff caution

The Silver Creek Township Board of Supervisors voted unanimously to approve two add-on chipseal projects to Allied’s contract at a June 26, 2026 special meeting, despite staff caution about potential cost overages for one of the add-ons.

Maintenance reported Allied holds the bid for the four-mile loop and the township had the option to add 20% to the contract to include additional chipseal work. Staff identified the 156th Street by Elder segment north of the freeway as an add-on estimated at approximately $14,693. Maintenance said adding the Intercity Silver Creek add-on would increase the total road projects to about $605,349. Water for the 150th and Intercity work was estimated at about $3,000. Maintenance estimated maximum overages for the additional projects at roughly $35,000, plus water costs for a total of about $40,000, and recommended not doing the Intercity Silver Creek add-on because it carried the highest overage risk.

Vice Chairman Geyen moved to approve both add-on projects; Supervisor Nelson seconded the motion and it carried 5-0. The minutes note Allied will begin work Monday, June 29, and that contracts are structured so the township pays for materials actually used; final costs can therefore vary from engineer estimates. The board previously decided approximately four years ago to have maintenance staff monitor such projects rather than hire an outside engineer.

The approval authorizes township staff to proceed with the add-ons as described; the minutes do not record further contractual conditions, mitigation measures, or a requirement to hire an outside engineer. The meeting adjourned at 9:29 a.m.
