The Melbourne Beach Commission on July 1 directed staff to draft a reserve fund policy and asked the town attorney to prepare a paid‑parking ordinance and accompanying policies for the town’s Ocean Park and Rickman Park special revenue funds.
Commissioner Tim Reed (speaker 5) moved that staff prepare a reserve policy covering classification, investment rules and replenishment triggers and present a first draft for commission review before the FY27 budget is approved. Commissioners expressed support, and Town Manager Marie Smith said staff could produce a draft by late September or October given current workload.
Reed also asked the town attorney to draft a paid‑parking ordinance to codify how paid parking is implemented and how proceeds are used; Commissioners Anna Butler and Sherry Corey emphasized that parking revenue should remain dedicated to parks and public safety. Town Attorney Ryan Knight said the ordinance must resolve enforcement roles (third‑party vendor vs. town enforcement), collection mechanisms and any relationships with the state lease for Ocean Park.
A separate motion to adopt a more detailed special‑revenue fund policy for Ocean Park lacked a second and died, but commissioners asked that the parking ordinance include the necessary specificity or that staff return a separate policy if needed.
