Resident urges clarity on Keystone office move and stormwater responsibility

Acting Treasurer Tina Tobias said the phone number listed on tax bills indicates Keystone is "open at City Hall currently," and advised residents to call that number or contact Keystone directly for the most up-to-date instructions. A county official clarified that Keystone is a private company hired by local jurisdictions for tax collection and that the board has no operational control over the income tax bureau, which the speaker said is a city operation.
On the separate question of stormwater, a commissioner and staff said stormwater management is handled at the municipal level; the conservation district provides technical assistance to farmers and landowners but municipalities retain responsibility for stormwater programs. As one commissioner put it, the income tax bureau "is in no way related to county. That is a city operation, and it is always independent of us."
No formal county action was taken; commissioners advised residents to call the number on the back of their tax bill or contact Keystone for details about office location and in-person drop-off options.
The board then moved on to its consent agenda.
