Tower council schedules public hearing for Harbor Court easement, advances ordinance and survey for Harbor project

The City of Tower council voted June 8 to set a public hearing for June 25 at 5 p.m. to consider the vacation of an old roadway at Harbor Court and adopt Resolution 2026-018 to establish that hearing. Councilor Anderson moved to schedule the hearing, Councilor Morin seconded, and the motion passed with all members present voting in favor.

Clerk/Treasurer Tammy Mortaloni described the legal housekeeping required: the prior vacation occurred May 15, 2026, there is a reserved easement to be vacated, and legal descriptions require insertion of the word “foot” after “50.00” to correct the measurement language before public notices and final documents are published. The council also approved the first reading of Ordinance No. 55D-1 to formalize the process.

Josh Barsness of SEH briefed the council on RLS Survey No. 164, which parcels the Harbor Court area into Tracts A–F. Barsness said the survey allocates a single tract to become the new City roadway, reserves multiple tracts under TEDA ownership for future development, and creates saleable tracts for Eagle Ridge Development to facilitate transfer and utility easement placement. The council did not finalize parcel sales at the meeting; the public hearing will allow residents and stakeholders to comment before final action.

What happens next: the City will advertise the hearing in its official newspaper, hold a special council meeting on June 25 at 5:30 p.m. to consider testimony and ordinance adoption, and staff will incorporate the noted correction to the legal description prior to publishing hearing notices.
