Planning staff win commission support to forward broad UDO text amendments to city council

The Fountain Inn Planning Commission on July 16 voted to recommend a wide-ranging set of text amendments to the Unified Development Ordinance (TX2026-01), which staff described as targeted corrections to reduce ambiguity and clarify where approvals originate.
Jason (staff) told the commission the package is intended to make site-plan review more predictable by tightening ambiguous language, correcting conflicting references and clarifying which approvals and materials are acceptable. "The goal here is to reduce the ambiguity," he said, and to limit interpretation disputes between current and future staff.
Key changes discussed included clarifying how nonconforming site improvements may be improved (allowing owners to make proportionate improvements without forcing full compliance), consolidating temporary-use language (moving parking-lot sales into the temporary-use section), removing parking maximums from the required-parking table so parking needs are driven by actual use rather than an arbitrary cap, and treating gravel as impervious for stormwater calculations (meaning temporary gravel parking may require county disturbance permits and staff review).
Jason also said cul-de-sac and turnaround dimensions were adjusted to match Greenville County and fire-marshals’ expectations so fire apparatus can safely maneuver; alternate turnarounds (hammerhead, etc.) remain possible but require fire marshal and planning director approval. Staff called several edits clerical: correcting conflicting sign-height language and adding a proper definition for a "flag lot" that had been copied incorrectly from another definition.
Commissioners asked technical questions about nonconforming improvements, parking materials and cul-de-sac effects on in-progress projects; staff said the amendments give staff discretion to approve reasonable, proportionate improvements without forcing full retrofit of older sites. The commission opened the floor for public comment and heard none.
A motion to recommend TX2026-01 to city council was made, seconded and approved by the commission; the package will move to the council for final consideration.
