Council member Smith moved and Council member Mcdonald seconded to publish notice for a public hearing on April 20, 2026, using the lowest of three certified levy options for fiscal year 2027. The motion carried, four ayes.
City Clerk Kristy Sawyer presented three certified levy options for the coming fiscal year: Option 1 at $16.64063 per $1,000 assessed valuation; Option 2 at $16.42261; and Option 3, the lowest, at $16.36009. Sawyer explained the lower levy reduces the budget available for liability, property and self-insurance and employee-benefit funds and therefore increases fiscal risk for the city if claims or costs exceed expectations.
Council member Smith noted the difference in household impact: the council used an average current tax of $845 on a $100,000 residential property as context and said the Option 3 calculation would produce about $729 on a $100,000 home. Smith and Mcdonald emphasized the reduced tax burden for property owners under Option 3 while Sawyer and Mayor Dr. Paul Eberline cautioned the lower levy shifts more budgetary risk to the city’s reserves and benefit funds.
The council’s publication of the Option 3 notice does not adopt the budget or levy; it schedules a public hearing and allows residents to comment before final action. The public hearing is scheduled for April 20, 2026.
