Bellemeade holds tax ordinance first reading; approves minutes and financial report; commissioner to resign

The Bellemeade commission unanimously approved corrected minutes from the July 14, 2025 meeting after City Attorney Stephen Porter requested a change in the New Business paragraph on Whippsmill Road (the text "Metro Louisville" was replaced with "Bellemeade").
City Treasurer Geri Huff presented the Treasurer's Report and said Bellemeade entered the new fiscal year with no unexpected changes. She noted additional fees this month included attorney's fees for the Leaf Spring Project and a payment to Payne Electric for repair of landscape lighting; money market and CD details were added to the financial statement. Mayor James Martin moved to approve the Treasurer's Report; the commission voted unanimously to accept it.
Mayor Martin said there will be no change in the tax rate this year; the 2025 Tax Ordinance was presented for first reading and the tax assessment will remain 9.2 cents per $100 of assessed valuation. He also reported that a petition to change the hearing date related to Whippsmill Road collected 759 signatures, surpassing the 300 required.
Commissioner Halle Brumleve said the city-wide yard sale is scheduled for the coming weekend and asked for help placing Yard Sale and No Parking signs; Geri Huff and Commissioner Sandy Walker volunteered to place No Parking signs and Huff will obtain balloons for Yard Sale signs. The Meet & Greet event was delayed because of increased Leaf Spring Development activity. Commissioner Burt Deutsch reported nothing for public lands and public works.
Commissioner Cindy Oppel said she will step down from her commissioner role because she is moving out of Bellemeade; Mayor Martin said he had contacted Ralph Farsetti, who previously expressed interest in serving on the commission. Commissioner Sandy Walker reported that The Beargrass Group will likely treat road damage with tar in early September.
The commission noted there will be no working meeting in September because of Labor Day; the regular commission meeting was scheduled for Monday, Sept. 8 at 7 p.m. in person at Shelby House Condominiums, 8605 Shelbyville Road, Louisville.
