Ely council backs NDOW shooting-range grant application with $81,112 club match

The Ely City Council voted unanimously March 13 to approve submitting a 2025 Shooting Range Grant application to the Nevada Department of Wildlife (NDOW) on behalf of Steptoe Valley Trap Skeet & Target, Inc. (SVTS).
City Clerk Jennifer Lee explained that NDOW had reviewed the draft application and did not raise issues with estimated project costs for completing a Hunter Education Building. The grant request totals $811,120; SVTS has pledged an $81,112 match, largely covered by volunteer labor and donated equipment and services. Club representative Mitch McVicars told the council that volunteers plan to provide labor and equipment time, and that the club would log hours for reimbursement purposes.
Lee cautioned that NDOW reimbursement requires documented match amounts at each reimbursement request; she said the club will need to stay ahead on match documentation because NDOW may require a certain percentage with every reimbursement. Councilman Dennis Perea and others discussed whether the lease term and the $1 lease fee might be counted toward the match; Lee said she would verify NDOW’s position.
Club member Scott Laity described the process used for equipment-match valuation: obtaining three bids for equipment rentals and using the lowest acceptable bid to value donated machine time. Councilman Perea moved to approve submitting the application with SVTS providing the stated match; Councilman Trask seconded and the motion carried unanimously.
The application approval authorizes staff to submit the grant on behalf of SVTS; final funding and reimbursements depend on NDOW review and subsequent documentation of the club’s match.
