Mayor Nathan Robertson said he vetted several candidates and consulted regional judges before nominating Hibbs, whom the mayor described as experienced and well-regarded in the community. Hibbs summarized his background in law enforcement and probation, including service as a sergeant with the Nevada Department of Public Safety and preparation of Pre-sentence Investigation reports. "I wrote over a hundred search warrants that had to go through ... Justice Court or Judge Papez," Hibbs said, describing hands-on investigative and probation duties.
Hibbs told the council he expects to learn administrative matters such as court fee accounting and other municipal-court logistics and that Judge Coster will remain available as Judge Pro Tempore to cover conflicts. Councilors voted unanimously to confirm the appointment; the mayor said the salary and performance will be revisited after one year.
