Council discusses reactivating zoning review committee, considers special district for churches and schools

The Castle Hills City Council spent a substantial portion of its July 14 meeting discussing whether to activate the zoning review committee required by section 50-651 of the city code after six years without such a committee. Staff noted the code calls for council consideration when the committee has not been functioning for six years. Former zoning-review committee leaders and a zoning official told council that a committee of at least seven residents typically takes several meetings to complete a code review and that focusing on priority sections rather than page-by-page revision could shorten the process.

Councilmembers and staff identified an immediate agenda item to consider creating a zoning district specific to churches, schools and nonprofit organizations, citing recent requests (for example, a scoreboard and press box at a local school) that face more onerous review under residential zoning and repeated use of special-use permits. Staff emphasized outreach and recruitment strategies, including asking existing boards and commissions to publicize applications and advertising in the city newsletter and website. The council took no formal action and asked staff to return with recommendations and outreach materials.

Former committee leaders warned the council the process can be time-consuming (an estimated 8–10 committee meetings) and that clear direction from council about priorities would focus staff and volunteer time. Council discussion closed with staff and council agreeing to investigate options and report back.
