Project cost and funding: staff presented an estimated total project cost of $399,915 with about 52% ($208,914) coming from the state grant and the remainder (roughly $191,000) as a town contribution. Kyle said part of the town contribution would be provided as a cross‑access easement or cash match from a nearby property owner (described in staff materials as Marina Joe’s).
Quote and vote: "The project is to create Surf City's newest ADA accessible public access point to Deep Creek and Topsail Sound," Kyle said. After brief council discussion and clarification on scope and parking, a council member moved to adopt the resolution; the motion carried by voice vote.
Next steps: staff will finalize the grant package, execute a grant agreement if awarded and bring the project budget back to council for establishment of a project fund and any additional approvals.
