Commissioners approve KLJ agreement for FEMA box culvert, grant projects discussed and utility permit granted

LaMoure County commissioners approved a professional-services agreement with KLJ for a FEMA box culvert on 65th Street and reviewed other 2025 federal-aid county projects during the Oct. 15 meeting.
Bryan Tykwinski of KLJ reviewed bridge-project, flex-fund and township project options the firm is proposing for the county’s 2025 federal-aid application. He said KLJ will add a 1.25-mile segment east of Grand Rapids on CR 34 to CR 61 for consideration in the county program.
On motions, the board unanimously approved the KLJ agreement for work on the FEMA box culvert on 65th Street.
Highway Superintendent Darrick Nitschke reported that Knife River will haul pavement millings to the county pit and that the county still has work remaining from CR 35 to the county line; bridge markers for the bridge west of Jud have been ordered. Nitschke also presented a conditional utility permit for Corey Sandness and Jerrod Sandness on CR 34 (1.5 miles west of the Highway 1/27 junction); the board approved the permit on a motion by Commissioner Flath with conditions: a $200 maintenance fee, a $50 open-cut fee and responsibility for returning the road to its preexisting condition.
Next steps: KLJ will finalize federal-aid program submittals and proceed with the FEMA culvert work per the approved agreement; highway staff will monitor milling hauling and implement the utility-permit conditions.
