Waukesha utility reports receipt of WIFIA funds, ends month with $48.1 million cash position

Utility staff reported the month-end financials to the commission and highlighted a $1,880,000 WIFIA debt issuance tied to the operations center construction.
"We started at $47,300,000... and we ended the month at $48,100,000," Courtney told the commission while reviewing cash, capital financing and year-to-date variances. Staff said revenue and consumption are each about 1% over budget for the year.
Line items driving expense variances included pumping (about $8,000 over budget for the month, driven by energy costs, security-software purchases and repair of a spare pump), distribution (about $21,500 under budget for the month due to fewer incidents), and administrative savings from budgeted vacancies and PTO. Courtney noted the Milwaukee Water Works invoice is a significant fluctuating item in the source line and that tax-roll processing and credit-card fees affect customer-service expenses in November.
Staff also said the utility recorded $1,880,000 in WIFIA funds for the operations center and that construction payments to the project contractor were a key use of cash in the capital section. Transmission and distribution work on 2025 projects is largely complete; Arrowhead Trail was moved to 2026 pending an easement, and Highway 59's 2025 segment is finished.
The commission received the report for monitoring; staff will continue to provide monthly updates and return any items requiring additional commission action.
