Commissioners vote 3–2 to remove JDA mills from preliminary budget; approve bills and adopt payroll schedule change

LaMoure County commissioners voted 3–2 on Aug. 20 to remove funding for a Job Development Authority from the preliminary budget after discussing what would be required to form and staff the board.
Commissioner Lee Miller moved to remove the JDA from the budget; the motion was seconded (record shows a second) and a roll-call vote returned: Keith Heidinger—yes; Lee Miller—yes; Bruce Klein—yes; Robert Flath—no; Jason Weigel—no. The motion carried 3–2. Commissioners had earlier approved two mills for the JDA during the county's preliminary budget meetings but chose to withdraw that funding after further discussion.
The board also approved a motion to pay the bills presented by the county auditor, a routine fiscal action. The vendor register included large payments to Flint Hills Resources ($43,675.38), Good Oil Company ($29,892.23) and Truenorth Steel ($16,594.19), among others.
Separately, commissioners agreed the county will move all employees to a semi-monthly payroll schedule so a new timekeeping system can function properly; previously employees had a choice of monthly or semi-monthly payroll. The county also announced a public hearing will be held at a future meeting on a petition by Rory Metz to move a quarter section from the Jud Fire District to the Gackle Fire District (assessed value $96.11; change approved by the Jud Fire District at a special meeting). Future commission meeting dates were set for Oct. 1 and Oct. 15, Nov. 7 and Nov. 19, and Dec. 3 and Dec. 17.
