Perry County Board keeps tax rates, retains sheriff collection fee and awards Buckhorn floodproofing bid

The Perry County Board of Education on Aug. 19 approved routine consent agenda items, voted to keep the county's 2025–26 tax rates unchanged and maintained the sheriff's collection fee at 4 percent, awarded a Buckhorn School floodproofing contract to Rising Sun and voted to name the Buckhorn Softball Field for Peggy Moore.
Board member Richard Miller and other members recorded unanimous votes on the motions during the meeting at the Central Office–Board Room in Hazard. Board member Johnny Feltner moved to excuse Board Chairman Berl Hurt from the meeting due to a family illness; the motion passed 4–0 (Order #315). The board then approved the consent agenda (Order #316), which included approval of minutes; the financial report; payrolls and bills for the General Fund and block grants; personnel announcements; emergency certification (if applicable); bus, building and fundraising requests; and shortened school day/week approvals.
The packet also listed additional administrative documents for 2025–26 that were presented as part of routine business: bell schedules; ARC and 504 policy approvals and designees; a memorandum of agreement for Orientation and Mobility Services; the District Dual Credit Handbook 2025–2026; the 2025–2026 Employee Handbook; early kindergarten entrance requests; and declaration of surplus property.
On facilities and construction matters, the board accepted Rising Sun as the winning bidder for floodproofing work at Buckhorn School (Order #317). The motion to accept Rising Sun's bid was made by Board member Johnny Feltner and seconded by Board member Ryan Miller and carried 4–0. The minutes also list payment of invoices for construction projects and name contractors including Codell Construction, Clotfelter-Samakar and Hafer Architects.
On finance items, the board voted to maintain all existing tax statuses and rates for the 2025–2026 tax year (Order #318); Board member Ryan Miller made the motion, and Board member Dale Morris seconded it, with a recorded 4–0 vote. The board also maintained the sheriff's collection fee at 4 percent for 2025–2026 (Order #319); Board member Richard Miller moved the measure and Board member Johnny Feltner seconded it, and it passed 4–0.
The board voted to name the Buckhorn Softball Field in honor of Peggy Moore (Order #320). The motion was made by Board member Dale Morris, seconded by Board member Johnny Feltner, and approved unanimously.
