Lumpkin swears in three new council members; approves minutes and acknowledges December financial reports

Mayor Jimmy Babb opened the Jan. 13 meeting and swore in newly elected council members Flossie F. Brown, B. Mallory and N. Seay.
Council approved the Dec. 9, 2025 minutes on a motion by F. Brown, seconded by B. Mallory, and confirmed receipt of the December financial reports on a motion by B. Cullefer, seconded by M. House; both motions passed 6-0.
Clerk Anne Holloway said her departmental update was in the council packets and that a water-sample notice was issued in January 2024. Holloway told the council the holiday tree cost approximately $7,100 and decorations cost roughly $3,000, with a $2,500 donation toward the decorations. Councilwoman Mallory asked about the location of the Mathis house; the clerk began to describe its location in the packet materials.
There were no public appearances during the meeting. The council adjourned after routine departmental reports and the MOU action described elsewhere in this report.
