Aberdeen Council approves $387,500 Open Space Trust application for Noble Place improvements; introduces tax-exemption repeal ordinance

Aberdeen Township Council on July 2 approved a consent resolution to apply for $387,500 from the Monmouth County Open Space Trust Fund to finance improvements to the Noble Place Recreation Building aimed at bringing the facility into ADA compliance and returning it to community program use.
Recreation Director Keith Heckman presented the need for the project and Manager Bryan Russell said the resolution had been amended to reflect a reduced grant request/project cost; the resolution (2026-111) listing $387,500 was passed as part of the consent agenda. Council approved the consent package including Resolution 2026-112 (endorsement of a residential tax-exemption form for Block 242 Lot 11) and Resolution 2026-113 (2026–2027 liquor license renewal for Gallo’s Wine and Beer).
Separately, Mayor Cannon moved to introduce Ordinance 16-2026, a proposal to repeal Ordinance 24-2016 (the township’s prior adoption implementing the five‑year exemption and abatement law, N.J.S.A. 40A:21-1 et seq.). Councilwoman Montone seconded and the ordinance was introduced on first reading; a public hearing and final consideration were scheduled for July 16, 2026.
In reports and announcements the council also noted upcoming public works: Manager Russell said Irongate paving will begin July 7 and thanked staff and safety partners for recent events; Council members recapped a successful Fourth of July fireworks program and a FIFA watch party that drew about 1,400 people. The council later entered executive session to discuss personnel and contract negotiations and returned before adjourning at 8:57 p.m.
