Aberdeen council untables and introduces Ordinance 15-2026 to expand affordable-housing overlay

The Aberdeen Township Council on June 18 took up Ordinance No. 15-2026, which would add Block 155, Lots 2, 3, 4 and 5 to the AHO‑1 Affordable Housing Overlay District and increase the number of units specified in the ordinance from 18 to 20. Deputy Mayor Hirsch moved to introduce the ordinance on first reading and Councilwoman Montone seconded; the council voted in favor on first reading with Councilman Mirabal recorded as abstaining and Mayor Cannon absent.
Attorney Christopher Zingaro explained the change and described the ordinance as a court-ordered requirement. According to the transcript, Zingaro said that "if not adopted, the Township will lose control over the development and will be subjected to Builder’s Remedy." The council set final consideration and a public hearing for July 2, 2026 at 6:00 p.m. in the Municipal Building.
During public comment on agenda items, resident Jane Heron asked about the final number of units in the Glassworks project and expressed concern over the unit increase included in Ordinance 15-2026. The transcript records that members of the governing body discussed the modification to increase units from 18 to 20 prior to the motion to introduce.
The first-reading vote was recorded as: Ayes—Councilmembers Kelley, Montone, Swindle, Zavorskas, Deputy Mayor Hirsch; Abstain—Councilman Mirabal; Absent—Mayor Cannon. The ordinance’s text (as read into the record) amends Chapter 25, "Land Development," to add the specified Block 155 lots to AHO‑1.
The council will take up final passage at the July 2 meeting, when members of the public will have another opportunity to comment.
