Union City Council approves sinkhole repair, park trail contract, Right-to-Know update and broadband resolution

Union City Borough Council met July 23 and unanimously approved several measures including emergency sinkhole repairs in Municipal Lot No. 1, awarding a park/trail construction contract, updating Right-to-Know rules about anonymous requests, and adopting a broadband-related resolution.
The council voted to accept Mansfield's $5,000 quote to repair and reconnect pipe at a sinkhole in Municipal Lot No. 1, with the borough supplying pipe and fittings estimated at $5,000. Councilor James Kerns moved the measure and Councilor Steadman seconded; the motion carried unanimously. The Streets Supervisor, Bob Phillips, reported crews had placed dye into the storm drain near Hogan's Alley and that "it is getting into the sanitary lines that go to Municipal Lot #1," and he said he is arranging camera inspections to trace the flow.
Councilors also awarded the Devereaux Park/French Creek Trail construction contract to Vavala Concrete for the low bid of $84,774. Councilor Osborn moved to award the contract and Councilor Steadman seconded; the motion carried unanimously.
Solicitor Wachter recommended clarifying the borough's Right-to-Know Rules and Regulations regarding anonymous requests. Councilor Osborn moved to approve the update and Councilor Steadman seconded; the council approved the policy language unanimously.
On broadband, the council adopted a resolution authorizing application to the Pennsylvania Broadband Development Authority for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the borough's municipal broadband champion. Councilor James Kerns moved the resolution and Councilor Melissa Winkler seconded; the motion carried unanimously.
Other administrative items recorded in the minutes included the withdrawal of a USDA grant application for lack of funding, notice of a July 30 meeting to discuss health insurance plans, and scheduling considerations for changing council meeting days from September through April. The meeting adjourned at 6:38 p.m.; council then entered executive session from 6:42 to 7:37 p.m. to discuss personnel and contracts with no action taken.
