Primrose driveway variance adjourned after neighbors raise flooding concerns

The Greenburgh Zoning Board of Appeals on March 13 adjourned the variance hearing for 19 Primrose Avenue to allow the applicant to provide clearer, scaled plans and to give the board a chance to consider related appeals together.
Attorney Tony Veneziano, representing the property owner, told the board his clients bought the house with the existing driveway layout and presented a plan showing a rear turning area and proposed surfacing. "This is just a driveway," Veneziano said, describing the work as a modest residential modification.
Neighbors and nearby property owners disagreed. Stuart Zaman, who said he has lived next door more than 50 years, submitted photographs and said runoff now reaches his backyard and that a previous McAdam parking area should be removed. "If you look at the drawings... the driveway width is approximately 12 foot, 12 and a quarter feet," Zaman said. Blaine Spinozzi, whose yard is downhill, described past basement flooding and said he has cleared drains during storms.
Board members said the submitted plan lacked measurements and needed clearer depiction of mitigation measures such as dry wells, sump pumps, or regraded surfaces. Several board members recommended the applicant move the paved area closer to the house and reduce the impervious surface, or show engineered drainage measures, before the board would consider approval. The board suggested the applicant review the board's December comment letter and earlier hearing recordings to ensure the resubmission addresses outstanding points.
The board set an adjournment to a future meeting (noted in the record as May 16, 2025) and asked the applicant to return with scaled drawings and a written mitigation narrative. The board clarified this body is an appellate/variance board and cannot unilaterally change the zoning code; individual owners must present their own applications if relief is needed.
