Monroe council approves development agreement for property in TID No. 7

The Monroe Common Council voted to approve a resolution authorizing the city to enter a development agreement with Joshua Ellingson and Myron Ellingson for property at 1004 17th Avenue within Tax Increment District No. 7. The resolution limits any municipal revenue obligation to tax increment generated within TID No. 7 and specifies the agreement will not constitute a general obligation of the city. The council authorized the city administrator and the city clerk to execute the agreement and related documents.
The resolution was read aloud by a council member representing the Finance and Taxation Committee, who moved for approval; an alderperson seconded the motion. The clerk conducted a roll call. Alder Miller, Alder Cleveland, Alder Truhart, Alder Wharton Wyler, Alder Schaeffer, Alder McGuire, Alder Vesting and Alder Tolman were recorded as voting "aye," and the chair declared the resolution approved.
A representative associated with the project thanked the council after the vote, saying, "We will not disappoint." The resolution names Joshua Ellingson and Myron Ellingson as the developers and authorizes city staff to carry out the administrative steps needed to implement the agreement.
Council members also heard routine committee reports. Alder Miller gave an update from the Greene County Historical Society, noting its board meets the third Wednesday of the month, upcoming community events including a wine walk on April 24 and a June 20 archaeological exhibit that will include a loaned mammoth tooth and children's activities, and free walking tours on downtown square weekends in June.
An alder reported on the airport board, saying one board member had passed away and a replacement will be recommended to the mayor. The speaker said the short runway (Runway 2-20) is slated for a reconstruction project estimated at about $2,200,000 that would take roughly 30 days, weather permitting. The speaker said annual FAA fuel-tax distributions (described in the meeting as about $130,000 per year) fund routine repairs and that an additional $290,000 was identified after a traffic-reporting discrepancy; some of that funding is expected to go toward an FAA-required airport layout plan.
The meeting ended after a motion to adjourn was made and seconded.
