She told the council that city staff reviewed the settlement and determined the city's obligations are non‑monetary. Joanna requested authorization for an executive-session discussion under RCW 42.30.110(1)(i) to consult with legal counsel; the council recessed to executive session and returned. After the session, a council member moved to approve Resolution 1883 authorizing the mayor to sign the settlement agreement. The motion passed by voice vote.
Joanna said the settlement terms largely confirm that the items the parties agreed on remain within the scope of the originally issued permits; city staff recommended approval.
