The Winfield City Council on July 11 approved changes to the city’s sick-leave accrual policy and a process for employees to donate sick leave to coworkers in need. Council considered a request from Chief of Police Jeff Losh to reconsider the sick-accrual policy.
Council member Dana Campbell said the seven days (56 hours) of sick time are considered "unearned" and recommended the time be front-loaded on July 1; the council agreed that prorated amounts would apply to employees who complete a 90-day probation period. Council member Ryan Powers proposed a policy allowing employees to donate sick leave to other employees in emergencies; the city clerk will draft documentation and donations will be approved by the mayor at the recipient’s rate of pay. Ryan Powers moved to approve the updates as presented; the motion carried.
City Clerk Nikki Phillips said she will investigate short-term disability policies that employees could purchase individually to supplement sick leave.
The minutes record these personnel policy changes and the direction to prepare donation documentation; specific implementation dates and administrative procedures were not included in the meeting minutes.
