Winfield council approves $173,197.85 in June bills, adopts budget tweaks and OKs ARPA-funded police cruiser

The Winfield City Council on July 11 approved $173,197.85 in bills for June, adopted budget revisions for the General and Coal Severance funds, and voted to pay for a new police cruiser using American Rescue Plan Act (ARPA) funds. Mayor Randy Barrett presided.
Council member Ryan Powers moved to approve the bills paid for June in the amount of $173,197.85 and to accept the General Fund financial statement; the motions carried with no objections, according to the meeting minutes. Council member Kevin Karnes moved to approve a Budget Revision 1 that adjusts the General Fund balance by $34,645; Council member Dana Campbell moved to approve a Budget Revision 1 adjusting the Coal Severance fund balance by $546. Both motions carried.
City Clerk Nikki Phillips reported the July 1, 2021–June 30, 2022 audit identified insufficient segregation of duties in city operations. The council recorded $271,880 in cash on hand and discussed potential ARPA or general-fund expenditures.
Mayor Barrett told the council he had consulted Skylar Wotring of the State Auditor’s office, who indicated ARPA funds may be used for public-safety expenditures. On that basis, Council member Ryan Powers moved to pay for a new cruiser and associated equipment (listed as ESI and Mountain Man) using ARPA funds; the motion carried.
The council also approved the ARPA statement as presented. The meeting record shows motions carried by voice vote; specific vote tallies were not provided in the minutes.
The council moved its August meeting to Aug. 15 at 6 p.m. because Mayor Barrett will be out of town. With no further business, the council adjourned at 6:58 p.m.
