Bolivar council approves ACH utility payments and a slate of municipal expenditures

The Bolivar Village Council on May 7 adopted several financial and administrative measures, including an emergency ordinance authorizing automated clearinghouse utility payments and approvals for local expenditures and policy compliance.
Ordinance O-16-2026, authorizing customers to pay utility bills via automated clearinghouse withdrawals, was moved by Councilmember Lawver and seconded by Mayor Curtis Strauss and passed on a recorded vote with all members present voting yes. Minutes note Councilmember Conley left the meeting after the legislation section.
The Finance Committee, represented in the meeting by the Fiscal Officer, won council approval to pay April bills totaling $63,794.00 and reported April receipts of $171,579.96 (including $268.71 in interest from Huntington and $1,422.01 from Star Ohio). Council approved funding for a survey of the former school property so a quit-claim deed can be finalized. Two landlord requests for water-bill forgiveness — $124.70 and $184.69 — were approved under the village water rules policy.
Council authorized up to $7,020 for flooring in the police department and up to $7,260 for municipal building flooring, and approved obtaining a tax-exempt club membership (estimated $60–$120) for purchases. The council also approved compliance with Huntington Bank's remote-capture policy to shred original remote-capture checks after 90 days while retaining village copies.
Other operational approvals included authorization to purchase a new color laser printer with fax capability for the police department and up to $2,700 to replace reservoir fencing removed during previous repairs. The minutes record the police department logged 67 calls for service in April and that recruitment for full- and part-time positions continues.
The Fiscal Officer noted the village will offer ACH debit payments for monthly water billing effective in June and encouraged residents to sign up for the Reach Alert emergency notification service (current participation ~31%).
