Washington City Council approves ordinances, appointments and multiple construction bids

At its May 4 meeting the council passed Ordinance No. 830, adopted Appropriations Ordinance 2026-05, approved mayoral appointments, and accepted several bids including Hall Brothers for cold mix and Charles Votipka for curb and sidewalk work.
The Washington City Council on May 4 approved a series of routine measures, including an appropriations ordinance, a street-dedication ordinance and multiple construction and supply contracts.
On motions from Council Member Mary Ann Crome and seconders as recorded, the council approved Appropriations Ordinance 2026-05 and adopted Ordinance No. 830 dedicating a portion of Lot 14 in the Industrial Park as a public street. The minutes record roll-call votes with Council Members Mary Ann Crome, Allison Kern and Bryan Loberg voting aye on those measures.
The council also approved the mayoral appointments presented by the mayor. It elected Bryan Loberg as council president and added Mayor Carolyn Pinnick and Council President Loberg as authorized signers on the city’s bank accounts at FNB Washington and United Bank & Trust; those motions passed with the same three recorded ayes.
Procurement actions included accepting Hall Brothers’ bid for 300 tons of cold mix at $102.61 per ton to be paid from the special highway fund. The council approved a draft contract with Recreation Construction Group, LLC for a playground project and authorized the city administrator to execute the contract pending city-attorney review.
The council approved program rules for curb, gutter and sidewalk assistance: standard sidewalks up to 4 feet wide and 4 inches thick with the city paying 50% of the contractor’s cost for standard installations and property owners responsible for any work exceeding those dimensions. The council accepted bids from contractor Charles Votipka not to exceed $12,688.00 for curb & gutter work and $17,904.00 for sidewalk work, to be completed by December 1, 2026.
The Western Area Power Administration (WAPA) Small Customer Plan was adopted and the City Administrator authorized to sign after city-attorney review. The minutes show the motions carried on recorded ayes by Crome, Kern and Loberg.
