Mesilla trustees approve FY2024–25 budget, fire auto-aid pact and two MarshalDepartment hires

The Town of Mesilla Board of Trustees on July 22 adopted the FY2024–25 revenue and operating budget and approved a slate of financial measures and personnel actions.
Town Clerk Gloria S. Maya presented the budget materials and related financial reports. The board approved Resolution 2025-05 (FY2024–25 revenue and operating budget), Resolution 2025-04 (final quarterly financial report for FY2023–24) and Resolution 2024-16 (budget adjustments) by roll-call votes recorded as unanimous among the trustees present.
The board also approved a Fire Department Auto Aid Agreement after an overview from Mr. Embury; volunteers later thanked the board for the action. Mayor Russell Hernandez appointed Eric Gallegos to the Board of Adjustments; the appointment was approved by board vote.
During a closed executive session on limited personnel matters under NMSA 1978, Section 10-15-1(H)(2), Mayor Hernandez recommended two hires for the Marshal's Department. The board approved the hiring of Andres Montoya (motion passed unanimously) and approved hiring Sandra Lopez with a recorded abstention from Trustee Stephanie Johnson-Burick (vote: Yes-3, Abstain-1).
The approvals were routine items on the agenda and were recorded by roll-call. Trustees indicated that Community Development administrative approvals will return as a resolution at the next meeting for further consideration.
What happens next: The adopted FY2024–25 budget and the personnel appointments take effect per town administrative procedures; the Community Development administrative approvals will be brought back to the board for formal action at a future meeting.
