Council asks attorney to draft utility rate increases and approves East 2nd Street payment; project reports note concrete cracking

On March 2 the Washington City Council provided direction to draft an ordinance to increase water rates by $0.25 per 1,000 gallons for residential, commercial and bulk users and to increase the electric residential and commercial base rate by $2.50. That was consensus direction to staff and the city attorney; no ordinance text was presented at the meeting.
Separately, the council approved Contractor’s Application for Payment No. 6 from Inline Construction for the East 2nd Street rehabilitation/reconstruction project in the amount of $122,996.18, with the city’s portion of $43,214.87 payable upon Kansas Department of Transportation (KDOT) approval. The motion was moved by Carolyn Pinnick and seconded by Bryan Loberg and carried with affirmative votes from Anderson, Kern, Loberg and Pinnick.
City Administrator Carl Chalfant reported that Inline Construction and subcontractor Beatrice Concrete, with review by CES Group, are investigating three cracks that developed in recently poured concrete in three locations. Chalfant also authorized Inline Construction to install a fire hydrant at East 2nd and Pierce at a material cost of $2,000 to serve a proposed clinic near the former nursing home site; Inline will provide the labor and the city had materials on hand.
The council did not adopt ordinance language at the meeting; staff and the city attorney will draft ordinance text and return to the council. Project stakeholders are investigating the new-concrete cracking and will report findings to the council.
