Mayor Ian Billick disclosed his relationship with RMBL on the record and participated in the vote. Councilmember Anna Fenerty moved to approve the Consent Agenda as amended, and Councilmember Beth Goldstone seconded; the roll call vote was unanimous.

The Community Plan letter was removed from Consent and later approved by motion during New Business, subject to changes and staff discretion.
