Staff member (S4) described the request and said the city engineer performed a visual on-site review and "said that he doesn't have a problem with a 2nd access point there." He explained the zoning ordinance and that recent code language places approval authority with the Planning Commission for requests of this nature. The primary justification presented was improved sight distance for vehicles backing onto North Fort Thomas Avenue.
Committee members questioned whether the second access would remove parking on the street, whether the driveway and apron dimensions were excessive, and whether the paved-surface calculation complied with zoning limits. Committee member (S3) asked about lost on-street parking; Staff member (S4) and others said there generally is no parking on that stretch and that Mark, the city engineer, had calculated the site met the maximum paved-surface ratio. Committee member (S5) said, "I'm really not a fan of it just from what I see the way it's constructed," citing the scale of the paved area.
The property owner, Applicant Diana (S7), said the circular portion was intended for single-car throughput to make exiting safer and that the property already has a two-car garage; she confirmed the addition is largely complete and indicated the contractor likely prepared the application.
Committee member (S3) moved to approve the secondary access and Committee member (S6) seconded; the motion passed on a voice vote. The motion included a recommendation that city staff work with the owner to reduce the driveway size as necessary to permit residential access rather than a large paved apron.
Staff will follow up with the owner to review driveway dimensions and, if needed, propose adjustments to better match residential standards.
