The Turin Town Council voted May 18 to make the proposed 2026 budget available for public review and adopted a resolution to comply with an audit requirement from the Metropolitan North Georgia Water Planning District.
Councilmember Alan Stapp moved to post the proposed 2026 budget for public viewing; Councilmember Patricia Smith seconded the motion, which carried. Resident Karen Bremer had asked earlier when the public would first be able to see the budget and raised concerns about payments the town is making to the tax assessor.
Mayor Sprouse told the council and residents that the town is not collecting sufficient revenue to support the water department at current levels and said a water-rate study is expected to be completed by the July council meeting to inform any rate adjustments. The council also discussed the Metropolitan North Georgia Water Planning District audit, noting that the audit is due in August 2026 and that the last audit took place in 2017. Councilmember Lydia Wallin moved to adopt the audit requirement as a resolution; Councilmember Smith seconded and the motion carried.
No vote tallies beyond “motion carried” were recorded in the minutes. The council did not adopt specific rate changes on May 18; the water-rate study is the next step before any formal rate proposal.
The council’s actions leave the proposed budget open for public review and set a timeline for a water-rate study and compliance with the regional audit. The minutes show the clerk certified the meeting record on June 15, 2026.
