Resident urges removal of camper on 5th Street, says children exposed to threats

Cheryl Lampwood addressed the Caseyville board during public comment on July 20, saying a camper on 5th Street occupied by a woman she identified as "Crystal" has been a recurring public-safety and nuisance issue for about four to five years.

"I want the camper gone," Lampwood said, describing multiple calls to police about the address, allegations that the occupant has been found lying in the roadway and that children who attend nearby Casa Bell Elementary have been exposed to threatening language. She told the board she would pursue remedies beyond the village if the camper was not removed within 30 days and handed written material to staff for the board's consideration.

A staff member asked Lampwood to speak with the team after the meeting and offered to pass the written material up to the board. Public works staff later discussed the camper in the context of health-code and ordinance concerns, noting the unit reportedly lacks plumbing and proper utilities and that staff are working through applicable code and health remedies.

Lampwood also named neighborhood individuals and alleged conduct she said had occurred around the camper; those allegations were raised in public comment and were not adjudicated or resolved during the meeting. Staff did not report a formal enforcement action taken at that meeting; instead, they invited the resident to follow up with staff and indicated the information would be passed to the board for consideration.
