Sterling commission appoints Park Advisory Board member, tables Fourth of July permit, and holds executive sessions

The Sterling City Commission on March 16 appointed Ethan Gray to the Park Advisory Board, pulled a special-event permit from the consent agenda for separate consideration, and tabled that permit after requesting additional documentation.
City Manager Ian Hutcheson told commissioners the permit application for the Sterling Chamber of Commerce / Sterling Main Street Old Fashioned Fourth of July had an entry indicating alcohol service; Hutcheson said SCMS Executive Director Stacy Clark clarified the entry was intended to note that private-property beer gardens may occur as in prior years and that the question on the special-event application refers to alcohol service on public property. Commissioners asked for a current certificate of insurance and a site map showing vendor and event locations at Sterling Lake Park before the commission would act. Commissioner Rowland moved and Commissioner Jones seconded to table the item pending resubmission; motion carried 5-0.
The commission approved the consent agenda (March 2 minutes and March 13 accounts payable) with an addendum to consider the special event permit separately. City Manager Hutcheson announced seasonal hiring for pool staff and Public Works; Citywide Cleanup is scheduled for April 18 to coordinate with Sterling College's Love Sterling event. Mayor Brian Inwood reported Cemetery Board discussions on tree maintenance, chapel-roof repair, fencing and signage updates, purchase of a burr roller, and changes to plot-reservation procedures.
The body entered two attorney-client executive sessions under KSA 75-4319 (first at 6:42 p.m. for 10 minutes, and a second at 6:52 p.m. for 10 minutes); no action followed. The meeting adjourned after returning to open session.
