The Sterling City Commission voted 5-0 on Feb. 2 to accept the draft 2026–2030 Five-Year Capital Improvement Plan, a planning document that lists proposed capital projects totaling $21,300,037 over five years.
City Manager Ian Hutcheson presented the draft plan and described its structure: a year-by-year table of project costs, a section organized by project type with narrative descriptions and benefits, and charts showing costs by year, project type, department and funding source. Hutcheson and staff included estimated annual operating costs related to projects so commissioners could consider long-term budget impacts.
Vice Mayor Todd Rowland moved to accept the draft and Commissioner Richard Jones seconded; the motion carried 5-0. Hutcheson said the acceptance was to receive the draft and solicit feedback; staff will incorporate changes and return a proposed final plan for formal adoption. The Commission’s acceptance of a CIP draft is a planning action and does not itself appropriate funds or establish legal spending authority for projects.
Commissioners asked questions about specific projects and suggested adjustments for the final plan. Hutcheson recommended receiving the draft to allow further refinement before a later formal adoption vote.
