Sterling selects SCKEDD to pursue CDBG funds for library accessibility work

The Sterling City Commission voted April 6 to select the South Central Kansas Economic Development District (SCKEDD) to prepare a Community Development Block Grant (CDBG) Community Facilities application and conduct a low-to-moderate-income (LMI) survey for the Sterling Free Public Library accessibility project.
City Manager Ian Hutcheson said the library's elevator has been operating inconsistently and is essential for Americans with Disabilities Act (ADA) accessibility. Hutcheson explained that a Preliminary Architectural Report (PAR) from BG Consultants will identify options (repair the elevator, replace it, or construct ramp access) and that most grant programs require a PAR and an LMI survey to demonstrate that at least 51% of the project's beneficiaries are low-to-moderate-income (LMI) households.
Hutcheson recommended SCKEDD based on experience with CDBG applications and because its proposal offered lower fees than competitors. SCKEDD proposed $2,500 for grant writing and $1,000 for a random LMI survey (a citywide survey option was $2,750; the citywide total cost quoted was $5,250). Hutcheson said application costs are not reimbursable from CDBG funds if incurred before an award.
Commissioner Richard Jones moved and Commissioner Todd Rowland seconded to approve selecting SCKEDD for CDBG Community Facilities grant application and LMI survey services at a total cost of $5,250; the motion carried 5-0.
Hutcheson said staff will consult with SCKEDD to determine whether a random or a citywide LMI survey is appropriate and that Kansas Commerce will need to approve a pre-application before a formal CDBG application is submitted. The Park Advisory Board asked the Library to present final Storybook Walk plans at its May meeting before the Commission considers final project approval.
