The Upper Providence Board of Supervisors voted to grant final land‑development approval to the Quest Redevelopment District at Black Rock (1201 South College Hill Road) on April 27.
Allison Zarrow, speaking on behalf of HT 1201 College Hill LLC, told the board the project had cleared third‑party permits and earned the planning commission's recommendation for approval. She said the plan would be built as a single site work phase with building construction staged over time. "The plan itself had final the same plan that you saw preliminary...we've received all of our 3rd party permits," Zarrow said.
Board members asked about sequencing and transit access. The developer team said approximately 80% of the center is leased (several tenants under NDA) and that the project team had contacted SEPTA about potential bus routing; the developer will pour a concrete pad at the corner to allow a future bus stop to be installed if SEPTA chooses to relocate a stop. The developer estimated site work would begin later in the year with townhome foundations possibly starting by November and overall construction lasting about 14–15 months.
A supervisor moved and the board adopted Resolution 2026‑22 granting final land development approval for the Quest Redevelopment District; the motion passed by voice vote. The board asked staff to coordinate with SEPTA and to confirm any needed indemnification or accommodation for school busing.
The approval concludes the township’s land‑development review for this project; building permits and phased construction timelines will follow developer work schedules and required inspections.
