Select Committee on Legislative Ethics adopts detailed complaint confidentiality waiver

The Alaska State Legislature Select Committee on Legislative Ethics on Jan. 15 adopted a two‑page complaint confidentiality waiver that spells out the scope and consequences of waiving confidentiality and requires complaint numbers to be listed on the form. Chair Joyce Anderson said the forms were included in the meeting packet and described two draft options; the committee reached consensus to adopt the more detailed version.

Administrator Kevin Reeve told the committee he preferred the detailed form, saying it provides clearer notice to the signer and better documents that the waiver was made freely and voluntarily. The committee also authorized staff to make future updates to the statutory and Rules of Procedure citations listed on the form without returning the form to the committee for approval.

Committee members agreed the more comprehensive form will assist both potential signers and committee members and staff in understanding the implications of a confidentiality waiver. The change follows discussion about the committee’s confidentiality rules and how referrals arising from investigations are handled under current statute.

The committee confirmed adoption of the two‑page express waiver and agreement to include complaint numbers on the form by unanimous consent; no formal roll‑call vote was recorded in the public minutes. The committee’s action was recorded at the meeting’s Item 14.

Next steps: staff will update the final form language and implement the new two‑page waiver in committee materials and distribution to legislative offices.
