Policy committee reviews proposed updates to bus driver training, hiring and medical language

Members of the Lakeland Joint School District policy committee reviewed proposed revisions to Policy 8180 on bus driver training and responsibilities, focusing on hiring procedures, medical qualifications and recordkeeping.

Staff member (Speaker 3) told the committee that the draft had been reviewed by Summer and Jess and that trustees want to "bring it to the August board meeting with the best routes and kinda have a full conversation," a step the committee agreed to reserve for board consideration rather than finalizing in policy language.

The committee read the policy text aloud. Chair (Speaker 2) recited that "at the beginning of each school year, the district shall provide each driver with a copy of the district's written rules for bus drivers and for student conduct for buses," and walked members through the draft qualifications requiring drivers to "meet the qualifications established by the State Department of Education" and to be "medically qualified under the physical examination standards of the Federal Motor Carrier Safety Regulations."

Members debated whether to put specific dollar amounts and incentive schedules into the policy. The draft included examples discussed by the committee: the district covering a DOT physical ($80 in the draft), paying for up to 20 hours of on-the-job training, a $150 payment after 60 days, and an additional $3.50 per hour after one year. Chair warned against embedding fixed pay figures in policy, saying, "I don't necessarily think we need to attach the dollar amount because I do think that that should be that has budgetary constraints because if it's not in the budget, we we can't give it." The committee favored including descriptive eligibility and timing for bonuses (probationary completion, one year of full-time service, defined substitute hours) while leaving exact amounts to hiring procedures or the budget process.

On medical exceptions, members discussed preserving statutory exceptions for conditions such as insulin-dependent diabetes. Chair read the proposed clause: "Provide a waiver for insulin dependent diabetes mellitus issued by the State Department of Education, if applicable," and the committee debated whether that language should be combined with general medical-qualification bullets or kept as a standalone qualifier; the group decided to keep the items distinct for clarity and to present the choice at the board meeting for final review.

The committee clarified operational recordkeeping: route drivers are not required to keep long-haul logbooks but do complete a district "blue card" daily that records pre-trip confirmation, fuel quantity, mileage and student counts; behavior logbooks are maintained as needed. Chair described the blue card as the functional log used by transportation staff to ensure compliance.

Next steps: the committee agreed to remove detailed dollar amounts from policy language, leave incentives and exact pay in administrative/hiring procedures, and forward the cleaned draft to district staff ("It should go to Jake," Chair said) and then to the full board for an August discussion. The policy is not complete and will return to the board and staff for final wording and legal review.

The committee adjourned after running out of time; no formal vote on the policy text was recorded.
