Council reviews housekeeping intergovernmental agreement and proposed reimbursement ordinance
Summary

At the July 16 work session, the Legislative & Intergovernmental Committee reviewed a pair of housekeeping items recommended for the consent agenda.
First, staff described an intergovernmental agreement with the Douglasville-Douglas County Water and Sewer Authority to continue billing city sanitation fees on water bills as a cost-saving convenience for residents. Miranda Jordan said the agreement extends the arrangement in five-year renewal terms and may be renewed up to the 50-year statutory maximum if mutually beneficial.
Second, Mayor Pro Tem Terry Miller raised and staff summarized a proposed amendment to City Code section 2-50 to allow reimbursement for mileage, parking and meals (capped at $100 per one-day event held outside Douglas County), require receipts and documentation, and establish a 30-day reimbursement deadline. Miranda Jordan characterized the edits as housekeeping language and noted prior committee review.
Council indicated no objection to placing both items on Monday’s consent agenda for formal consideration.
