The Douglasville finance committee presented three items at the July 16 work session that the council moved to place on the upcoming consent agenda.
A staff resolution addressed a property-tax billing error for parcel number 54818 20003 owned by Jack Clauer. Staff attorney Miranda Jordan explained county and state records show the parcel was never annexed into city limits; the resolution would refund three years of city property taxes totaling $706.49, consistent with state law limits on refunds.
Finance also reviewed two contract items tied to the City Hall demolition and site preparation with Winter Construction Company LLC. Jacob Adams said the amendment clarifies indemnity and haul-off language so the city can assume certain waste-haul responsibilities during demolition. Adams also presented a second amendment—a component Guaranteed Maximum Price (GMP) package for general site work in the amount of $2,153,089 to be funded from the general fund. He said this early-release funding will not increase the total GMP but allow site work to proceed immediately after demolition to avoid schedule delays. "This will not be an increase to the total GMP cost," Jacob Adams said; he described the component GMP as a schedule-acceleration tool.
Council members asked procedural questions about refunds and contract details and indicated no objection to placing the items on the consent agenda for Monday’s meeting, where formal action will occur.
