Votes at a glance: Harrison County commissioners approve routine transfers, bills, payroll and reports

At its July 9 meeting the Harrison County commissioners court approved a series of routine administrative actions by unanimous votes. Key approvals included:

• Line-item transfer: The court approved a request to transfer $50,785.88 between line items to align jail budget postings. (Motion moved by Commissioner Pete Barb; seconded by Commissioner Malden; passed 5-0.)

• Payment of regular bills: The court approved payment of regular bills totaling $1,115,120.29, including $187,534.33 tied to a confinement grant; county staff reported $817,756.91 in reimbursements received to date and expected the July invoice to exceed $500,000. (Motion by Commissioner Timmons; second by Commissioner Hatfield; passed 5-0.)

• Payroll: Payroll for 07/19/2024 was approved by motion (mover recorded as Commissioner Eibar; second Commissioner Timmons) and passed 5-0.

• Utility applications: Road & Bridge recommended approval of multiple utility applications from Etex Telephone Cooperative for fiber work on named county roads (Edmondson Rd/CR 4600, McPhail Rd/CR 4121, Driscoll Bridge Rd/CR 4106, Simmons Rd/CR 4503, Tom Smith Rd/CR 4124); the court approved the applications 5-0.

• Sheriff acceptance of donated camera: The court accepted a Nikon Z50 camera donated by the Federal Law Enforcement Training Center for crime-scene training (motion by Commissioner Hatfield; second by Commissioner Ebar; passed 5-0).

• Treasurer reports: The court approved the treasurer’s June investment report (total investments $28,628,207.25; monthly interest $131,885.49; YTD interest $1,258,954.83) and the monthly report (cash plus investments $36,395,412.35) and authorized publication pursuant to Local Government Code §114.026 (motions passed 5-0).

• Purchasing: The court approved sealed-bid specifications and publication for the right-of-way mowing bid (#2024-04) with a two-year term and an optional one-year extension (motion passed 5-0).

All recorded motions passed without recorded opposition. Several items included county staff clarifications about grant reimbursement timing and vendor fees (for example, the ACH/e-check payment contract specifies the card/transaction convenience fee is paid by the customer).
